I think with tourists it is bound to happen for the first few trips as you do not really understand the value of the local currency. Not everyone is crooked and the chances are by the third ride you would have had one normal paying ride and realise the real cost per trip.

this is also another good point. I can spot these people from a mile away as they look at all their money very closely and are clearly quite unfamiliar with which is which. This is made even more difficult by two of the bills being the same color and the only difference is their size.
