Yes, exactly that type of 'take a book, leave a book.' These little book boxes or library kiosks mostly thrive in spring and summer, but even in winter, you can find a few enthusiasts who run there with a new find. And when it's nicely done, it feels like a small beacon of culture in the midst of winter grayness.
