the pay there and get reimbursed is a tricky one. That sounds like these things that if you bought them you could "mail in" for a rebate and with the rebate it would be a lot cheaper than the others. But the mail in was intentionally complicated so a lot of people didn't even bother to do it. This is DEFINITELY done on purpose. They know that a certain percentage of people are not going to bother.

Oh and I just saw another news release that Thailand will conveniently sell insurance at the airport for anyone that "forgot". Yeah, doesn't sound scammy at all.
