It is fairly easy to drive yourself. Roads are good . From Quito to Otavalo the road is the Panamerican Highway. From Otavalo the road is still good. I havent checked busses from Otavalo and to the park, but from Quito to Otavalo they run often. But it might be possible to hire a car with driver in Otavalo, if you choose to stay there for a couple of nights.
