I certainly have no knowledge of immigration to America from personal experience, and cannot pretend to speculate usefully. However, if there is a possibility that such fines have no impact on immigration officers decisions, attempting to hide that information could do no good for your case, but being caught lying to immigration officers could prove very bad for your case.
There is another way to look at the matter, as well. If you have suffered political persecution for doing things that are lawful in America, it seems to me you have a right to claim you are the victim of political persecution and fear you will suffer more and worse persecution if you aren't granted political asylum in America where the acts you are accused of are not crimes.
Unfortunately, political persecution for speaking the truth is a very real policy the American government commits, having been proven to censor Americans, encouraging them to be banned from social media platforms, fired from their jobs, and the word 'Arkancide' has been coined to refer to being murdered by the Clinton criminal empire, that has great political power in American government to silence witnesses to their crimes, while the media that speaks for such criminals claims the deaths are suicide, even if it is utterly impossible for someone to kill themselves by the proven means by which they died.
Sadly, I cannot usefully advise you in this matter because I have absolutely no experience or direct knowledge that could be of any benefit to you. I know that investigators are always angered when they find out they have been lied to, so at least I can say do not try to hide something you cannot ensure will be hidden unless you reveal it. Do not tell any lies you might get caught telling. Being caught lying is almost certain to be bad for you, so don't get caught lying.
Presently the USA is facing multiple political forces that are dramatically changing America, and the USA has very substantially changed in the last ten years, none of that change for the better in my understanding. It was the United States military that contracted with Pfizer to produce the bioweapons that have killed tens of millions of people worldwide through the terrorism regarding false claims about the Covid19 disease, and lies that the mRNA injections were vaccines, were safe, and were effective, all of which have been disproved today. The US FDA, the Food and Drug Administration, that is charged with making sure medicines, food, and medical treatments are safe, has been corrupted and criminally participated in the bioterrorism campaign that has and continues to kill Americans and people globally.
I cannot say any place in E. Asia is better than the USA, but I can say the USA is not safe from being subjected to terrorist attack by the United States government, and that terrorist institution is extremely powerful and will be difficult to stop, while other governments may be easier to stop. Slovakia has banned the jabs and rightly called the plandemic bioterrorism. The Netherlands has ordered Bill Gates to appear in court to defend himself from charges of crimes against humanity. These countries are taking action to end the bioterrorist crimes that have been conceived and caused by the United States government, and may be much safer than the USA for as long as this horrific genocide continues.
As a native born American it is my duty and responsibility to exercise my rights and authority to rein in the American government and stop the bioterrorist crimes against humanity that have originated here. As a potential immigrant you may be prevented from becoming an American with those rights and responsibility if the criminal United States government knows you will act to do so, because it is intent on continuing it's bioterrorism and crimes against humanity, in this and many other ways. I cannot advise you of how corrupt and democidal government may act regarding your attempt to immigrate here, nor whether you could suffer or prosper as a result.
I wish I could, but the truth is I cannot.
Edit: Also, I cannot confirm that your statement "...in the United States there is no law against defamation and slander." is true. I am sure the law in the United States, and the several states themselves, is much different than in E. Asian polities, but I am confident there are laws that address defamation and slander.

Also, each of the 50 states, and possibly the US territories, has it's own laws about these things, and I am neither a lawyer in any of those jurisdictions, not remotely competent to give you any advice regarding those laws, or even where to find more information other than telling you to consult someone that is an expert lawyer in that subject matter.
Americans don't punish those who tell the truth, but the overlords of East Asia punish such people more severely.😂

I remember Joseph publicly claiming Biden was a pedophile, but he was not punished for defamation or insult. However, in my world, defamation and insult are punishable by imprisonment or fines.
The U.S. government outwardly guarantees the freedom and rights of American individuals. However, East Asia prioritizes the interests, honor, and rights of the overlords over the individuals.
Perhaps you find it difficult to understand that the East Asian world is ruled by overlords!
So, I envy the freedom and rights of American citizens!
