it makes me wonder why did they spend so much money on renovations, when it seems miles away from anywhere and not seen except by those who want to see it as opposed to walking past something in a town or village. Great views over the city though

Most likely a good "excuse" for some money laundering scheme. From the outside it looks like they renovated it, but on the inside it's quite the opposite. So they only spent very little from the allocated budged for renovation while keeping the rest for other personal purposes. It's sad, but it's a common situation met around here...
I didn't want to insult your country by suggesting it but that was in my mind when I read the post.
