Yes indeed, high tiers is a knife that stabs both ways (I think the English expression is different though :-D Knowing the US, it probably involves a gun :-D )
And yuppers, special users that bypass the normal requirements and are assigned a specific tier (which can be an incredibly high tier for instance, like 100000000000000 tokens required to send 1000000000 tips).
I do see that it can have it’s use, for instance, for the Alive bot, to allow people that are helping us out to be able to use the tipping bot, without them needing to own too much Alive.
