Maintaining a balcony garden must be very difficult. It's unfortunate to hear that many plants have died.
Maybe you should get plants that can handle little water. But you also don't want only cacti on your balcony.

I still do have some cactus and money plants. But I love flowers. Maintaining flower plants is a challenge.

Maybe you could look into the bougainvillea. I see those in the dry Mediterranean areas a lot. It's vert colorful and can do without a lot of water.
